Although composed of the Chief and only six Iowa Law Enforcement Academy (ILEA) certified officers, the depth of knowledge and experience of the officers in the Tipton Police Department to provide services and expertise beyond what would normally be expected in a town with a population of 3,155 residents. The biographies of our officers showcase an incredible array of skills and experience. Our officers bring experience from extensive backgrounds with other larger agencies as well as the military. Our officers continue to train in various disciplines and to work as a team in tactical situations, crime scene investigations, and critical incident management. The Tipton Police Department embraces the principles of Community Oriented Policing as an operational policy. We employ the principles of Problem Oriented Policing to engage and address specific issues in the City by bringing all of the resources government and private enterprise have to offer to find solutions that benefit the entire community.
The Police Department works in conjunction with other law enforcement agencies, the faith-based community, Cedar County Case Management, Cedar County Health Department, and the Cedar County Environmental and Zoning office as well as other social service agencies and City Departments to provide professional services to the community. We seek permanent solutions to problems and issues in our community rather than merely providing a short-term law-enforcement response. Criminal Activity/Crime Solving Tipton has almost no stranger crime. Reported crimes against persons generally involve alcohol, and are generally committed against an acquaintance or family member. Property crimes, while they do occur, are actually quite rare. Through the efforts of your police officers, the City of Tipton has realized a 50% drop in reported crime since 1998. In Calendar year 2005, some 80% of the crimes reported in Tipton were solved. In 2006, our clearance rate was approximately 65% of all crimes reported. On average for the past three years there have only been about 300 reported incidents of all types in the City of Tipton annually, down from some 600 reported incidents in 1998. Tipton officers regularly spend significant amounts of time in and around the schools, giving presentations in Street Law and Driver’s Education classes at the high school level, and spending time in the hallways and around the campuses providing a personal contact experience with law enforcement for middle school and elementary school students. The Chief and school administrators regularly share information and discuss issues of mutual concern. We actively patrol all high school sporting events with on-duty and plainclothes officers. Tipton officers recently completed a multi-agency tactical training exercise at Tipton High School attended by many Eastern Iowa police departments, sponsored by the Iowa State Patrol and done in cooperation with the School District. The ties between the Police Department and the Tipton School District run even deeper with officers serving on various boards and committees as both professionals and parents. As chaperones, off-duty Tipton officers have recently accompanied Tipton High School educational tour student groups to Costa Rica and New York City. The Tipton Police Department maintains a fleet of three current-model police cars, all equipped to handle any emergency that may arise in our community. All of our officers live within a radius of the Police Department that allows for a less than ten minute recall for emergencies. Your police officers stay current on local events, and frequently volunteer to come to work without being called during emergency circumstances. In addition to pepper spray, ASP batons, and handguns,, each officer on duty has a twelve gauge shotgun with a variety of ammunition and AR-15 M4 patrol rifles immediately available to them to be able to respond to maintain the security of the community against those kinds of potential threats that seem to be occurring more and more frequently in our society.
